Organization
The Agricultural Development Agency is organized as follows:

• Head Office;
• Department of Aggregation;
• Department of Project Engineering;
• Department of Project Management;
• The Administrative and Financial Office;
• The Communication Unit

The Head Office is responsible for:

• participating in the definition of the Agency's strategy;
• assuring the steering of the Agency's strategic and operational functions in accordance to the decisions approved by the Administrative Council;
• directing the Agency's general policies in the short, medium and long term with the operational directors;
• assuring the coordination of all of the Agency's activities and lead the teams under its responsibility;
• managing the Agency's external relationships with other public and private organizations, the Ministry of Agriculture and Maritime Fisheries and international organizations;
• participating in the promotion of the agricultural sector and the Green Morocco Plan.

The Department of Aggregation assures, under the authority of the General Director, the identification and mobilization of property in order to increase the surface of exploited agricultural land and to undertake the census of the farmers.

To accomplish these missions, the Department of Aggregations consists of two divisions:

- The Mobilization and Aggregation Division;
- The Census Division

The Mobilization and Aggregation Division, under the authority of the Director of Aggregation and in accordance with the current texts, is responsible for:

• The identification of potential sites for the implementation of projects;
• The mobilization of property required for the extension of agricultural land;
• The clarification of the legal situation of property in collaboration with the Legal Division;
• The participation and follow through of the implementation of a communication strategy to inform agriculturists, in relation with services external to the Department of Agriculture.

To accomplish these objectives, the Mobilization and Aggregation Division has two services:

- The Aggregation Service;
- The Mobilization Service.

The Census Division, under the authority of the Director of Aggregation and in accordance with current texts, is responsible for:

- The setting up and management of information relating to agricultural land (localization, surface area, use, status, ownership);
- The creation and management of a directory of agriculturalists, particularly of those in irrigated sectors.

To accomplish its objectives, the Census Division consists of two services:

- The Cartography of Agricultural Land Division;
- The Census of Agriculturists Service

The Department of Project Engineering assures, under the authority of the General Director:

• The participation in the creation of new projects, particularly the identification and selection of the projects;
• The analysis of existing projects and evaluation of projects proposed by actors;
• The launching of invitations to tender;
• The launching of projects;
• The participation in search for investors and sponsors, in collaboration with the External Finance Division.

To accomplish their objectives, the Department of Project Engineering consists of two Divisions:

- The High Performance Agriculture Division;
- The Solidarity Agriculture Division

The Department of Project Management, under the authority of the General Director, is responsible for:

• managing the Pillar I and II project portfolios;
• carrying out the follow through on the quality, costs, delays and risks for each of the projects;
• assuring the evaluation of projects, including MCA projects;
• assuring a supportive role, particularly when implementing management, planning and evaluation procedures, for the different projects;
• playing the role of facilitator in the sectors covered;
• building a bank of documentation to capitalize on and exploit experience for use in future projects.

To accomplish its objectives, the Department of Project Management consists of four divisions spread out over the regions covered:

- The North Zone Division covers the administrative regions of Tangiers-Tetouan, Gharb-Chrarda-Beni Hssen and Rabat-Sale- Zemmour-Zaïr;
- The East Zone Division covers the economical regions of the West, Taza-Al Hoceima-Taounate and Meknes-Tafilalet;
- The South Zone Division covers the administrative regions of Marrakech-Tensift-El Haouz,

Tadla-Azilal, Souss-Massa-Draa and Oued Dahab- Lagouira;

- The Center Zone Division covers the administrative regions of Doukkala-Abda, Casablanca and Fès-Boulemane;

Each Division has a project team that works under the authority of the Division Head concerned.

The Administrative and Financial Office, under the authority of the General Director, assures:

• overseeing the management of the Agency;
• the assistance of all the Agency's Departments in terms of legal issues, human resources management, computer systems, purchases and logistics.
• The search for necessary funding from domestic and international sponsors;
• The control and use of financial resources.

To accomplish its objectives, the Administrative and Financial Office consists of five Divisions.

The Communication Unit, under the authority of the General Director, is responsible for:

• The creation of a communication strategy and the promotion of the Green Morocco Plan and its carrying out;
• The organization of events concerning the Green Morocco Plan;
• The development of communication materials and documents about the Green Morocco Plan and to provide content and updates for the Agency's website.
