Market Access

The program of implementation of local Products Regional Logistics and Commercial Platforms of aims at putting at the disposal of the small producers and their groupings, infrastructures of storage and conditioning as well as technical and commercial services of proximity, and this, to support their initiatives and make their production and know-how more attractive to modern distribution channels.

Two Logistics and Commercial Platforms are operational in Meknes and Al Hoceima.

Components

Each PLC will consist of several spaces for:

  • Warehousing and logistics with storage areas (dry and cold)  ;
  • Commercial showrooms and agritourism showcases ;
  • Upgrading units (crushing, drying, packaging ...) ;
  • Support services and shared commercial and marketing services.

Management of the PLC

For the operationalization of the Logistics and Commercial Platform dedicated to local products, the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests launches a call for expressions of interest (CEI) to select candidates with best financial, human and technical capacity to manage this platform.

 

Access of local products to the medium and large-sized stores

To ensure the availability of local products from agricultural cooperatives, the Agency for Agricultural Development has developed partnerships with many retail stores throughout the country, namely:

  • Marjane ;  
  • Acima ;   
  • Label’Vie-Carrefour ;   
  • Aswak Assalam.  

Eventually, the Agency for Agricultural Development strategically selects agricultural cooperatives which are proposed by the Regional Directorates of Agriculture, and that are also known to fulfill the requirements set by the medium and large-sized retail stores. Among these requirements we find the following:

•        Sanitary authorization from the , The National Office for Health Security of Food Products ;
•        Sustainable production capacity ;
•        Good-quality packaging and labeling.

BtoB meetings are regularly organized with the buyers to optimize the resources for a well balanced assortment of the target local products, guaranteeing maximum coverage of trade needs and the preferred tastes of consumers. The Agency for Agricultural Development also supports and assists the cooperatives throughout the entire marketing chain.  This entails technical support for referencing and validating commercial contracts specific to the preparation and delivery of new orders.

National and regional events

The Agency for Agricultural Development, in collaboration with the different structures of the Ministry of Agriculture (DDFP, ONSSA, DRAs, EACCE), organizes the participation of local produce cooperatives in the various national events, such as the International Agriculture Fair in Meknes (SIAM), the International Date Fair in Erfoud, Regional Fairs for Local Products ...

The International Agriculture Fair in Morocco (SIAM)

The Agency for Agricultural Development, in collaboration with the different structures of the Ministry of Agriculture (DDFP, ONSSA, DRAs, EACCE) and the office of the Fait organizes the participation of local produce cooperatives in the International Agriculture Fair in Morocco (SIAM)

Groups participating in this event must comply with the following criteria:

Mandatory Criteria:

  • Having the authorization/approval on the health plan of « National Office of Sanitary Security of Food Products » ;
  • Having an agricultural activity status.

Criteria to be favored:

  • Having products with better packaging and respond to the regulatory requirements in force, especially labeling rules ;
  • Presenting labeled local products, in the process of labeling or local products specific to their regions ;
  • Have a high production capacity.
Electronic Commerce Development

E-commerce offers many benefits for both consumers and producers who have opted for online sales.

To answer the call for electronic commerce, The Agency for Agricultural Development and Barid Al Maghrib have designed different sites to allow the producers to expose their products online at preferential prices..

In order to improve the reputation of Moroccan local products and official labels internationally and to increase of Moroccan products exportations and their implementation on international markets, the international promotion of those products is concretized especially through:

  • Prospecting potential markets ;
  • Organization of the participation of local products producers at international events ;
  • Technical and commercial support of local products producers in the field of export.
Participation in international events

Organization of the participation of local products producers at international exhibitions and fairs:

a) International Alimentation Fair Middle East Abu Dhabi (SIAL ME):

  • Place : Abu Dhabi – United Arabs Emirates

b) Paris International Agriculture Exhibition (SIAP) :

Contribution to the organization of the participation of local products producers at Berlin Green Week :

 Participation into International Event Criteria:

Local products Groups  are asked to contact the « local products office » within the Agricultural Regional Directions to fill in the form dedicated to the pre-registration for the said events. It should be noted that producer groups must respond to the following selection criteria:

Mandatory Criteria:

  • Having the authorization/approval on the health plan of « National Office of Sanitary Security of Food Products » (http://www.onssa.gov.ma),
  • Having an agricultural activity status.

Criteria to be favored:

  • Having products with better packaging and respond to the regulatory requirements in force, especially labeling rules ;
  • Presenting labeled local products, in the process of labeling or local products specific to their regions ;
  • Number of participations into international events (producers that haven’t or very few participated in these events will be favored) ;
  • Have a high production capacity.
Organization of Business meetings « B2B » at international events

When participating in each international event, the Agricultural Development Agency carries out preliminary prospecting of the main buyers in the target markets. To this end, the exhibitors benefit of a hundred Business meetings « B2B » organized on site with these buyers in order to negotiate export contracts for their local products to these foreign markets.

It should be noted that since 2013 to the end of June 2019, 216 local products groups, from the 12 regions of the Kingdom, representing 674 cooperatives and more than 22,730 small farmer took part in international fairs. Likewise, more than 3000 Business meetings « B2B » were organized between producers of local products and the main buyers in the target markets.
